What You Need for a Mainland License in UAE
The UAE mainland license requirements below come from the federal government portal, the Ministry of Economy and Tourism, and Dubai’s own investment portal. They set the baseline every mainland application has to meet.
Ownership and partners
- Most business activities allow full foreign ownership. The requirement for a majority Emirati shareholder on the mainland was removed by the 2020 reform to the Commercial Companies Law.
- A short list of strategic impact activities still requires Emirati participation. It covers areas such as security and defence, banking, exchange and financing companies, insurance, currency printing and telecommunications.
- An LLC can be owned by a single person, or by up to 50 partners.
- A partner can be an individual or a company, of any nationality, incorporated inside or outside the UAE.
- Neither partners nor managers need to be UAE residents.
- Every LLC must have at least one appointed manager.
Premises and visas
- A mainland licence needs physical premises of at least 100 square feet. There is no restriction on where in Dubai that space is rented, outside the free zones.
- The premises must satisfy both the emirate’s economic department and the municipality’s planning rules.
- There is no fixed cap on the number of residence visas a mainland company may sponsor, but the number granted has to be consistent with the size of your premises and your business activity.
- Your tenancy contract must be registered through Ejari, the system operated by RERA within the Dubai Land Department. Registration is mandatory, and an unregistered lease cannot be relied on before the courts or government bodies.
- A RERA-attested lease contract is one of the documents required when the licence is collected.

Documents for a Mainland License Application
The exact file depends on your activity, your legal form and whether a shareholder is an individual or a company. These are the items that apply to a standard mainland LLC.
From each shareholder
Passport copies for every partner and for the appointed manager. Where a shareholder is a company rather than an individual, the registrar works from that company’s own constitutional and registration documents.
Company documents
The Memorandum of Association setting out the ownership structure, and the trade name reservation and initial approval obtained from the Department of Economy before the licence is issued.
Premises
A tenancy contract for the premises, registered through Ejari and attested by RERA. This is required at the point the licence is collected.
Documents issued abroad
Any document issued outside the UAE has to be attested in its country of origin, counter attested by the UAE Ministry of Foreign Affairs, then legally translated into Arabic and attested by the UAE Ministry of Justice.
